Hayes grew up in Metairie, Louisiana, and developed an early interest in leadership. He attended Jesuit High School before continuing to Louisiana State University, where he ran for student government president and finished as runner-up. He later earned his Juris Doctor from Southern University Law Center in 1991.

He began his career in public service as General Counsel for the Louisiana Senate Commerce Committee, gaining direct experience in the legislative process. He then moved into private practice, becoming a partner at Roedel Parsons and later at Adams and Reese, where he built a strong foundation in legal strategy and business matters.

Today, Hayes focuses on lobbying and strategic advisory work, often testifying before the legislature and guiding clients through policy challenges. He is recognised for his focus on credibility, consistency, and follow-through, with a leadership style grounded in planning, accountability, and integrity.
